Job Title: Manager,
Strategic
Sourcing
Job Description: Responsible for the
strategic leadership and direction of sourcing within
the global supply chain.
ESSENTIAL FUNCTIONS:
- Manage strategic sourcing efforts for various
commodities and services within a matrix
organization
- Develop and execute strategies with various
facilitites
- Lead decision making and strategies of cross
functional teams of operations and engineering in
the areas focused on various commodities and supply
chain initiatives
- Communicate with multiple facilities to assist
in the prioritization and management of strategic
sourcing decision
- Create and respond to requests for information,
requests for proposal, and requests for quotation
- Develop and implement strategic plans for
process improvements in support of continuous
improvement and lean initiatives
- Direct and develop strategies for the supply
chain team in support of the CPFR (Collaborative
Planning Forecasting Replenishment) processes with
major OEM customers. May include SMI (supplier
managed inventory) programs
- Must drive performance and metrics associated to
meet world-class levels in supplier Quality, Cost,
Delivery and Service, (QCDS)
- Must drive performance and metrics to ensure
optimal inventory goals and objectives are met
- Direct and develop process and procedures, work
instructions and training in support of
ISO9000/QS9000
- Coordinate the efforts of Supply Management
Programs with goals of improving the QCDS of the
supply base and work closely with Purchasing, Raw
Material Inspection, Engineering, Process
Engineering and Quality on process change and
develop plans for improvement and supplier
partnering agreements
- Coordinate and support multiple levels of
procurement activities
- Direct strategies for the purchasing of
Maintenance Repair, Operating Supplies, (MRO) and
services to ensure on-time delivery and cost
objectives are met
- Review, analyze, develop and negotiate multiple
types of procurement contracts in various areas of
business
- Review and compile inventory costing records,
such as purchase price variance, (PPV), scrap and
rework costs; develop related reports
- Continued improvement to ensure departmental
goals and metrics are established to meet company
objectives. Apply expertise to continuously improve
products, procedures and personnel
OTHER RESPONSIBILITIES:
- Accept and complete projects and other
miscellaneous duties as assigned
- Perform other job-related duties as assigned

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:
- Bachelor Degree in Business Administration,
Management, Operations, Materials Management, Supply
Chain are preferred or equivalent experience
performing a role substantially similar to the
essential functions of this job description
- Must possess a minimum of 5 years experience in
a procurement or Supply Chain supervisory position
- Must possess a minimum of 5 years experience in
procurement, planning, strategic sourcing or Supply
Chain
- Must posses proficient Enterprise Resource
Planning (ERP) knowledge
- Must demonstrate proficient computer skills
using Microsoft Word, PowerPoint & Excel
- Strong verbal, written, negotiating and
analytical skills
- Must demonstrate a high level of interpersonal
and communication skills to work across functional
and organizational lines
- Must possess the ability to prioritize, organize
and multi-task in a flexible, fast paced and
challenging environment to effectively meet
deadlines
- Must possess demonstrated knowledge of
manufacturing requirements and ability to asses
supplier capabilities relevant to Garmin’s business
needs
- Must posses excellent verbal and written
communication skills and excellent negoation skills
within a global environment
- Must possess meeting facilitation experience,
including structured negotiations, fact finding
discussions, interview, and presentation with
various organizations
- Must possess demonstrated knowledge of
Manufacturing Resource Planning (MRPII)/Master
Production Schedule (MPS) process
- Must be team-oriented, possess a positive
attitude and work well with others
- Must be detail-oriented and have the ability to
prioritize multiple tasks proactively and
effectively
- Highly motivated and self-directed worker
DESIRABLE QUALIFICATIONS:
- CPIM (Certified in Production and Inventory
Management) Certification by APICS
- CPM (Certified Purchasing Manager)
- Oracle ERP Experience
- 10+ years production planning or purchasing
experience
